As soon as Whirlpool is in place then you can dump counters on a Project Junebug and the runner will be nearly frozen. There are various cards that can get around this tactic. If the runner does not have them or can't find them then he can't run.

I have a Shock! to dump into archives. Just to make sure every server is lethal.

This deck is the most sinister one that I have ever made. When the runner runs then "Cyclone" lives up to it's name.
