Complaints Department v1.1

I expect to sacrifice agenda points. I've play tested and increased agenda density but tried to include some taxing agendas and lots of single point cards. Tagging is still weak but Punitive gives me a chance. Ideally I would get another archer in. That will be the next version. Once the runner gets their big rig setup I tend to lose.

This went from a pure early game to solid mid game. It offers some nice opportunities to punish the runner.
