My two cents:

With no way to tag except with a snare, I would either remove the Scorched Earth entirely (and add +1 Punitive +2 ICE), or add a single SEA Source. The Sea Source can be found by using an Atlas Token, so it's not just Lady Luck that will decide whether you can scorch or not. In the latter case, I would remove a tollbooth to add a Sea Source and add another Scorched Earth (proxy it if you want - just to try it).

If you really want to keep Scorched and Punitive without Sea Source, then you may want to add False Lead to your deck. If the runner is tagged with snare at click 2, you can forfeit false lead to make the tag stick.

Two last points:

  • it is usually frowned upon to not use all your deck slots. I would suggest adding an ICE to get to 49 cards (usually, 18-20 ICE is the comfortable number of ICE slots for a deck, except if you do not build remote servers)

  • It may not be a good idea to go to 21 points when you can avoid it, except if you simply want to try out 1-pointers and see how they fit. Outside of testing I would remove the Superior Cyberwalls or downgrade a 3-pointer into a 2-pointer.

A brief critique;

  1. Run more Hives, Ice Walls, Enigmas and add a cheap sentry EtR, such as Caduceus. You have lots of midrange and expensive ICE, but you don't seem to have much early-game protection.

  2. You are running 3x Oversight AI, but only maybe 4 ICE you want to use with it (Tollbooth, Curtain Wall and Hadrian's Wall). Using Oversight AI on Archer shows your hand too early, and if them Femme or Parasite it, you can't just bounce it and replay it, because the additional rez cost is too prohibitive.

  3. You have a large range of Agenda values. This means that your Punitive Countermeasures are very variable in their use. Trust me, they're great if the runner snags a Priority Requisition and you have two in hand, but if they steal an 2 pointer, they are much less effective, and useless for 1 pointers.

  4. 5/3's are not the best in Blue Sun. With a 4/2 or 3/2, you can bounce a piece of ICE, create a new server, advance the agenda, then install that ICE in front protecting it. Blue Sun loves Geothermal Fracking, Project Atlas, Corporate War, and even NAPD Contract (if you are running no bad pub) because of this. With 5/3's, you have to either create the server the turn before (revealing that you have a 5/3 in hand), or take 3 turns to score it (giving the runner a larger window to steal). Although Priority Requisition might combo really well with Blue Sun once you score it, the fact that it is a 5/3 makes it harder to score out of Blue Sun in the first place.

  5. Lastly, you are at 48 cards. Consider adding another to help your Agenda density.

I pretty much agree with @Bananifier and @merrja. My advice would be:

-1 Hades, -2 Punitive Counterstrike, +2 Posted Bounty, +1 Geothermal Fracking, +1 Scorched.

Then you have more ways to tag the runner--and to tag them on your turn. Punitive only really works in a deck that plays 5 or 6 5/3's. Also, Data Raven is a great 2 influence sentry for either a surprise tag or an ETR. I would play one snare and one raven.
