Most savvy DLR players won't throw down Paparazzi until all of their components are in place - Amped Up, Hyperdriver, Wireless Net Pavilion.

You don't have a single way to give the runner a tag here. I think mtgred's MaxX DLR deck would rip this apart.

Also, if Paparazzi is the only means of them being tagged (if they clear any others, for example), there would be none to remove with Keegan and nothing to count for Psychographics.
