The idea of Cell Portal working by itself is not practical, because there are too many variables left in the runner's hand for a kill combo to succeed.
However, using Cell Portals, one can force the runner to enter a game state where there are not many ways out. Combined with An Offer You Can't Refuse and Shock!, one can build a super server on Archives after discarding as many Shock!s as possible in there. Alternatively, one can continue to score out Agendas while waiting for the right moment.
Tenma Line, as my friends at the local meta and @GrantZilla1979 pointed out, is essential to maintain the threat of the super server.
Jackson Howard is to mitigate against Agenda Flooding, and to do any recycling of Hedge Funds and Restructure or Aggressive Secretary. Chronos Project works well with Aggressive Secretary, and against faster decks by itself.
I wanted to include Janus 1.0 because Chum works well with Janus, as does Cell Portal.
