Is Eliza's Toybox and Oversight AI your primary way to get free ice? I don't see all too much recursion. What happens if the runner trashes the Toybox? Also, I don't like Atlas in a Punitive Counterstrike deck. If you haven;t scored the cleaners you need three Punitives to kill a runner. Finally, I understand that Archer is an awesome ice, but how are you going to hard rez it? Sacking an Atlas is bad enough, let alone The Cleaners. Look to Power Shutdown for program trashing and house wrecking. All in all, a good start! Have fun taking over the government!

I'd add some Amazon Industrial Zones, their combo with bluesun is really good and they could help you luring the runner on a Snare.
