Yes, it can. Have you considered running Deep Red as your console for a quick influx of Overmind tokens?

It can, and does, work. I wouldn't ask Overmind to be the sole source though. I used Grappling Hook with e3 to good effect, with Overmind getting the rest of the way there. Plus, if you're going with the Overmind machine, get Deep Red's. That +3 MU will be nothing but gravy all game long.

My idea is that you don't need many overmind token, you need overmind recycle ;)
