This is just something I thought about at work. If you can't tell, its built to force the corp to mill cards with Joshua B. and Data Leak Reversal. Using New Angeles City Hall, you avoid the tag from Joshua B. Things like having two Underworld Contact in play comes in very handy for New Angeles City Hall.

When you feel things are sufficient, you give the Corp a Bad Publicity with Frame Job and then Blackmail the archives... or you can just deck them...
