Money?

There's a bit of threat to hand - more to spook the runner than threaten them. The real hope is simply to make it too costly to run - with strong ice - while cheap ice like Pop Up Window bluff their way to effectiveness. I imagine a run where all the runner nets is Hyperloop Extension or worse still NGO front, and the run cost them anything from a few extra clicks and credits or a bunch of installed cards.
