Make HQ and R&D into super servers, get huge hands, with super credit gains to score agendas out of hand and recursion to do it all again (Reclamation Order for Biotics and credit gains, then Archived Memories to get the Reclamations back).

Looks good, but I would find a way for shipment from San San for better synergy with efficiency Committee. Thus you could go 3 efficiency committee(EC). Thus winning hand could be Biotic, Biotic, EC, any 3 two-point agendas, and 3 Shipment from San San (or some combination archived mems and shipment). First turn to win: Bioticx2 EC agenda. Next turn: install two-point, advance once, use EC counter, San San shipment.....repeat until you win.
