Without Hostile Takeover or Public Sympathy your deck doesn't seem to have good agendas to forfeit to rez Archer. Maybe going full Assassin would help.

Also, 3x Spiderweb is usually better then three copies of Meru Mati. You are Weyland, so use your Crisium Grid!

Punitive Counterstrike has little sense with 2 points agenda. You usually want to play 3/5, Vanity Project or even Government Takeover to really threten the kill.

I realized I only had 48 cards on this publish, and I don't think you can edit a published deck?

Here is a revised version with a 5/3 and Hostile Takeover to hopefulyl facility Punitive and Archer. Also went up to 18 ICE.
