Biased Reporting might be better as ToL; but economy is the rough spot in this deck more than in in other decks I've played. I took an old successful-ish casual titan and swapped in jinja as I knew it liked to build a big remote. Priority construction went down to 2 since Jinja did roughly the same job & you only want PriCon for wormhole & asteroid belt.

Instead of playing special report, free up inf for Miraju & Distract the masses to protect HQ. R&D protection is just big expensive ice. I don't like this deck as much as the red & purple counterparts, but this is more flexible and can do some FA to close the game or rush; so it has more outs. Jinja & audacity might be counter productive, but it also has the upside of not losing your draw when you were planing to take the score.

I might recommend tweaking the mix a bit more and just picking one operational conceit. It's just hard with weyland. Anyway, happy enough to say this is sufficient for casual.
