You can store an icebreaker on Personal Workshop, while waiting for a console host. But it will still be available for instant install should you faceplant an ice which needs it.

Deep Data Mining, The Maker's Eye, Nerve Agent put a lot of pressure on the central servers. It would be difficult for the corp to find enough ice to lock out both central servers and still advance aggendas.
