Strategy is to work the News Team, TGTBT , to slow down the runner, along with the base Haarp rules. For the most part, for each agenda they score, I can score one. Should they screw up and end up with a tag, Exchange of Information ensures you're ahead, and Closed Accounts puts them too,far behind to keep up the race for the agendas.
