Everything is an agenda (as far as they know, except for the Upgrade). I added tag punishment with Private Security Force and Scorched Earth. You can cheap by a bit with NeoTokyo Grid and Shipment from Kaguya.

The assets were broken out to include smaller point totals. The idea is to make them have to run through your really sharp glacier of ICE more and get hit by your Identity ability more. This also gives you plenty of room to score agendas to either win or drive the runner to taking risks.

Biggest opportunity I saw from the start was the unused Influence. You could easily make very minor changes and just add Scorched Earth if you want to stay closer to your original build.

I figured Tori Hanzō+Data Mine+House of Knives was a solid combo, so why take it out? Would it be possible to reincorporate it in this new deck?

I cut Tori because I wanted to increase the ICE and agenda count, and had little room left for complements, so I looked for ones that could be quasi-econ, like NeoCity, since there isn't a strong economy here.

Looking at it, I think you could fit Tori back in most easily by removing the tagging aspect, and going to a straightforward deck of "Run through a pile of deadly ice, or I'm going to keep putting out agendas."
