Primary win condidtion is flatline by either couple of Punitive Counterstrike or Scorched.
With careful runner you should have no problem advancing two of your six fatties behind well advanced Hadrian or Ice Wall. Commercialization allows you to capitalize on your wall in the meantime.
Tested on today's tournament in my homecity. Fared extremely well - three times won in 4-5 turns by flatlining the runner with Counterstrike. Only once through agenda victory - the last runner was very careful.
