Very click taxing deck with Eli 1.0, Ichi 1.0, Enigma, Viktor 1.0, Hourglass, and Heimdall 2.0. Runners are often left with the bad choice to spend precious clicks to break subroutines (and not have enough clicks to run on remotes), lose credits (and not have enough to trash income or upgrades), or suffer subroutines (which can include brain damage).
Once the first Agenda is scored, it becomes increasingly difficult for the Runner to run on Remote Servers, even with Bypass events. Add Ruhr Valley and Caprice Nisei into the mix and force the Runner to pay the tax all over again >:).
Since running remotes are costly, high trash values like PAD Campaign are often left unchecked. Sundew, Celebrity Gift, and Hedge Fund are enough to keep the income flowing to pay for some of the more nasty ICE like Heimdall 2.0 or Komainu.
This deck is not entirely meant to flatline, but it can if the Runner is not careful. It keeps Runners who stick to running Central Servers on their toes.
